Why cant you sell Bonded items.

I have a racial motif pack ( High Elf, Wood Elf & Khajiit Pack ) that I bought in the crown store but already had the Khajiit style researched so did not need this book. The issue is it is a bonded item and it will not allow you to sell it or give it away. Is there a way to un-bond these items so you can sell them and if not why not as you do have to pay money for them.

It's to protect the in-game economy, and to maintain crown store sales. Being able to buy things for real money, and sell them for game gold would be horribly abused. It is appropriate that anything you by with real funds be bound to your account. In your case, just bank the Khajiit motif for another character to use.

I have found it sometimes does this with items you make in game from material found as well.

The in-game items that become bound are bound for various reasons, too.
Generally, to protect economy, prevent exploits, etc.
The imperial edition of the game let's your non imperial characters to change their equipped gear to imperial style gear.
This altered gear becomes bound to prevent players from exploiting their changeable gear.
Who would need the imperial motif if everyone could change their gear like that and sell it?
    NA, PC Megaserver
Zhaani, Female Khajiit, Nightblade, AD (current main)
(Unless otherwise put in my sig, all characters are below level 50)

The only crafted stuff that will bind are items where you've changed the motif to imperial with the Imperial Edition ability, crafted sets, which will bind on equip, and anything you've dyed will be bound immediately (crafted or not).

If you find a motif in a dresser someplace, you'll need to launder it at the fence (don't accidentally fence the item), in order to trade it with others. Stolen gear has a bind on pickup effect that you can clean off. But normally, once something's bound, you can't trade it to another player. Though you can vendor it.
