If you go to the main website of ESO, and you scrolls down, you can see that there are 4 alliances, DC, EP, AD and Imperial, so is there coming an imperial alliance with the IC DLC?

✭✭✭✭✭Imperials are the "NPC alliance", more or less controlled by the worm cult at this time. You get to kick their butt now and then in several questlines, most notably in the last two DC amd the last AD maps... Any imperial player characters are sort of defectors.
So, no, there won't be any "imperial alliance" coming, instead with IC you will be able to pay them a return visit for all the trouble they have been making, you know, go visit their home, meet interesting new imperials... and kill them...

✭✭Yeah,as for IC,..even though I am a plus member,I had to buy the IC bit with crowns.When I get there,I cant do a thing but stand there.I made a vr16 to see what it was like.Nope.I was gonna sneak around a bit to take a look.
But nope. There were like a ton of enemies just standing at the entrance waiting.I couldnt go anywhere else.When I looked over the side,it is just like Cold Harbour.I had to leave.At least in Cyrodiil you can wander around if you can stay alive.0
