DW extra spell damage?

I've had the game for about a month now and I'm still learning. Right now I have a Dark Elf Sorcerer and someone told me to check out Stars and Stripes, the Sorcerer Build by King Richard. He's DW for extra spell damage and I was wondering if it still does? How?

    Dual wield does give you higher spell damage, because the base stat that spell damage is derived from is your weapon damage, and your weapon damage will be higher with dual wield. Personally I wouldn't ever do a magicka build without a staff on at least one bar (for abilities as well as regaining magicka), but a dual wield magicka build is totally viable if done right. I do have one magicka build character I'm leveling where I use dual wield on one bar and a destruction staff on the other.

    The trade offs are still there. Dual Wield grants more raw spell power, but takes away weaving damage, ranged capabilities (on light+heavy attacks/non class abilities), magicka return on heavy attacks, increased elemental effect debuffs, and spell penetration as opposed to Destruction Staves. Nothing has changed about either of them in those regards.

    If you don't mind me asking what is your build like? I've been trying to figure out a good build to work towards for PvP/PvE

    The build that he made is...

    Dw Bar: Endless Fury, Inevitable Detonation, Crystal Fragments, Degeneration, Velocious Curse, Dawn Breaker

    Resto Bar: Daedric Minefield, Ball Of Lightning, Healing Ward, Harness Magicka, Hardened Ward, Power Overload

    Is that a pretty good build for PvP. I've been told that its pretty hard(impossible) to have one build for PvE/PvP. Would this build be good for both?

    I'm definitely the wrong person to ask for PVP... I'm a total noob when it comes to PVP (although I'm hoping to learn). And to be honest, my build in PVE for that character is in a state of flux at the moment. The character in question is my lowest level character on my main account (just hit level 40), and I'm playing around with a bunch of things while leveling some skills that I may or may not use later. Plus my magicka build character that I'm doing this on is a fire-based dragonknight vampire, so even if my build was something tried and tested (which hopefully it will be by the time I hit VR1 and start potentially doing vet dungeons on this character), it probably wouldn't be very helpful for you, as you're working on a sorcerer build.

    I tried DW on my Sorcerer and I just can't do it. I can't weave, I can't generate ultimate, etc. (PVP)

    Personally i would use a D staff at range. opening with a fully charged heavy attack hits hard. In close melee I would still go 1hand and shield.
