1) Why are there no patch notes to notify us of the changes?

2) Are these changes also live on PC and Xbox1?

3) Why was the no stamina regen while blocking not made live as well?

4) Why push any of these changes out before the IC update?

How are you coming to these conclusions?

And I am sure PC and Xbox people would be screaming about this as they got patched before us. And I cannot see just PS4 getting the change.
This post will not take you an unusually long time to read.

There was no change man. Whatever made you think this was already implemented is false.

Bolt Escape now has an addendum at the bottom that reads: "Casting again within 4 seconds costs 50% more Magicka." With 14k magicka I can only BE 5x before being depleted; it should be 7x. Apparently the live change is not stacking but keeping it at a fixed +50% cost (1,847+(2,770*4)= 12,927, which is just under my 14k magicka pool).

Dodge rolling seems far more buggy but wih 7.5k stamina I can do it 2x in some cases and 3x in others. I'm still testing this mechanic.

It's easy to confirm. Dodge roll then immediately look at the effects in your character sheet. If you see dodge fatigue listed, then it's been implemented. It is currently this way on the test server.

I tried this with BE and the cost is listed as a fixed 3k after my first BE. Obviously this is not a 50% increase as it should be 2,770 compared to my 1,847 base cost. Should I be surprised that ZoS messed up the maintenance with an update for absolutely no reason?

The dodge rolling is very glitchy as I have seen it deplete me after 2x but the majority requires 3x.

UPDATE: For dodge rolling the increased cost only applies while in combat and since I'm a magicka build I cannot test how the costs stack beyond the second dodge roll.

NOTE: All of the testing was done on PS4 NA in Evermore, Bangkorai.

Um dude u know that bolt escape on live currently has a 50% increase and has had this since 1.2 ish I believe. The nerf to bolt escape is that the 50% will cumulatively stack which is NOT in effect on live.

But why are the costs wrong? How can it go from 1,847 to 3k cost after just one BE? Something is not right here.

Go re run your numbers again, on console it's near impossible though.

I have every character level 50, both a magicka and stamina version.

RIP my effort to get 5x v16 characters...

The 50% extra is calculated from the base cost of the ability, not from the cost after your reductions.

If base cost is 1000, and you have 400 reduction, then normal bolt escape costs you 600, and the increased-cost one costs 1100.

    (600+[1000*0.5])= 1100

Thank you. That makes more sense now. It's honestly impossible to get any hard data on consoles because ZoS refuses to give us any numerical values such as stat bars or damage. I guess the dodge roll was just a result of my stamina pool being just small enough to prevent the third roll but isn't it a fixed cost per roll?

Oh well, thanks for the help but testing anything is an absolute mess on consoles.

It's not limited to consoles. They don't want you to know anything about anything, regardless of the platform. We wouldn't have a clue how most of the mechanics in ESO work if we didn't have player-created addons.
