for example, if my bow ability bombard hits for 2000 damage...and i pop crit surge to give me 20% extra weapon damage, will bombard now hit for 2400? or is it something else being scaled?

if you want you can actually see it, pop the potion, open up the skills menu and highlight the skill and it should give you the new stats.

If the skill says increase weapon damage 20% then the answer to your question is no. It will only increase your weapon damage attribute by 20% and not the actual damage you are dealing.

Now the Empower buff on the other hand gives your next skill 20% damage increase if used within the next 5 seconds.

Weapon damage scales all of your stamina based abilities. So, yes, something that gives you +20% weapon damage will increase the damage from abilities like lethal arrow or hidden blade.
