I find magika easier to manage because I don't have to sprint, sneak, dodgeroll and break CC from the same resource pool.

Resto/Destro Staff heavy attacks for magicka regen (of which Resto does amazingly well), 2h, DW, Bow, S&B heavy attacks for stamina regen. There are abilities such as Siphoning Attacks (which is getting a much needed change in the dlc), though there are others within the classes which can be found by reading up on abilities. Then there's pots.

Sith made an awesome point of a magicka pool not needing to be reliant to rolling, blocking, etc... Though you should be aware that all classes can run nicely on both magicka and stamina builds and the resource management is more down to the player/build instead of the class.

Yeah like Rockford said restoration staff does it the best hands down. I run destro/resto and usually only switch to restoration if i need quick magika or emergency heals. I would say if resource management is your goal go Breton.

Everyone, except for templars. But the ways they do it are different. Also race does matter. Bosmer's racial passive is very good for stamina sustain. For magicka sustain you'd want Lich/Warlock/Seducer sets.
