Leveling up Provisioning ? on mats

I am just starting to attempt to level my prov, and every guide i look at tells me to loot throughout the city. and in videos people are simply looting but the only option i have is to steal. What am i doing wrongggg??
You are a ghost driving a meat coated skeleton made from stardust, what do you have to be scared of?

    Basically, containers in the towns and cities are owned, and whatever you take out is stolen.

    You can cook with Stolen ingredients just fine. But you can't say put them in the bank or sell to another player.

    Fences in the Thieves Refuge (each major city has one) can remove the stolen flag for 1 gold per ingredient.

    Or, you can loot Delves and Dungeons. Those with Humans in them tend to have lots of containers. Some towns have containers that are not owned. Like most of Rivenspire outside of Shornhelm has unowned containers.
    Enjoy the game, life is what you really want to be worried about.

    I recommend looting throughly delves. There are a few out there with great numbers of ingredients. Spend a day looting crates and sacks and then pump those into recipes. It takes a bit to build up a stockpile of ingredients, but it's much better looting everything while your grinding/questing than to go out looking for that one uncommon item you need.

    Just wanted to note that the videos you were looking at probably were made pre-Justice System. There was a time when no containers were owned, thus no stealing, so one could loot containers in towns to their heart's content.

    Generally, the containers in a dungeon will reset in an hour for a given character. If you find a good spot, you can repeat it later or run another character through it.

    Guild stores has some good ingredients to steal which can be rather difficult otherwise (cheese and garlic spring to mind)

    Use your hirelings and look through every delve and dungeon you go to i have stacks of provisioning mats and throw extras in our guild bank and have two lvl 50 prov characters just take the few seconds to go through sacks and barrels you see when your questing and you will never have a problem with provisioning mats.

    I pick up EVERYTHING I come across. There are way more provisioning mats that anything out there. Delves really are one of the best places to get provisioning mats in bulk. If you don't mind "stealing" them, the basements of buildings tend to have quite a few crates/barrels/sacks. Camps, or really anyplace there are groups of people there will be lots of mats to gather.

    You can also buy them from guild traders. More people have started selling them recently (atleast on Xbox-NA). I sell quite a few of them at 2 different traders and they are usually gone within a few hours

    Its always amazed me how few people I see searching crates and barrels while going through dungeons. Even if you aren't planning to do any provisioning there is a lot of money to be made selling mats

    As noted, pick up everything you see. Provisioning ingredients are everywhere. I have so much of the stuff that i keep 30 slots full in one of my trading guilds and still have enough to craft all the food i need.
