Delves in Cyrodiil behave like all delves in game - since they are public, meaning an indefinite number of players can enter whether grouped or not, these do not scale at all.

All NPCs in Cyrodiil are V12. Drops (if you are lucky enough to get a set drop) will be V12. V14 pieces of Air, Fire or Martial are found in chests only, which includes treasure map chests, dolmen reward chests or landscape chests.

Items looted from chests are always scaled to player level. As a V11, you will loot V11 martial knowledge. If you want to farm V14, you need to level to V14 first.
