How to lose the guards

I'm playing a NB and as much as I try to spam cloak and run when the guards catch on to my purse snatching I almost always get stunned and beat down. I try to sneak and avoid them as much as possible but in the odd instance where I get careless with a pack full of 4k+ stolen goods I would like a strategy to get away.

What's your strategy?

Spam cloak and run to the outlaw refuge, then pay to remove your bounty. I don't think you're likely to purely outrun them.

I always run into water where you can't stand

if there is no water near i pickpocket and steal near an outlaws refuge

A guaranteed way of escaping from guards with NB is to fear them then cloak. They loss aggro immediately. Whether inside or outside. Great for when you get caught stealing stuff from the bank.

Panacea of invisibility. Use one right in front of them and you have 15 seconds to casually walk away.
