So as I understand it, based on reading wikis, is that the Vampires in ESO, get their Vampiric blood directly from Lamae Bal herself. They have all of their blood drained, and then replaced with Lamae Bal's blood. and therefore become Scions, a class of vampire that is above regular vampires like say, Count Verandis Ravenwatch. and Lamae Bal's Scion bloodline does not weaken or burn in the Sun. Instead, their Nocturnal nature is emphasized, and thusly they get stronger at Night. also, rather than being averse to Sunlight, the need to feed, and the consequences/boons of not feeding are more pronounced.

and this is how a Templar can be a Vampire. correct?

No, thats how a soul shriven can be a vampire, soul shriven are techencly daedra that are immortal, without souls, that shrival up over time you can also consider them undead of a sort since they died and where created so they are like a weaker daedra that reforms like a daedra. You can be turned by lamae, into a vampire dispite not having a soul, The same with hircine giving you the option of being a werewolf. Since soul shriven could probaly not be them unless he was dirrectly involved.

Also, no one knows what bloodline Count Verandis Ravenwatch descends from. He may not have Noxiphilic Sanguivoria at all. This is simply the bloodline available to players and it is acknowledged in the lorebooks found in the game that MANY other bloodlines exist. Sadly, because of (mostly bad) mechanics we players only get one. But that doesn't mean the NPCs are confined to it as well.
