Console: Certain Crown Store Items?

Hello everyone, just a quick question. The past few days, I've noticed more and more items on players that might have been in the PC Crown Store, but seem to be unattainable through the console Crown Store (ex. Chef's Outfit, various pets, Frost Horse, etc). Does anyone know how people acquired these things, are they through ESO+ or some sort of testing program? Just curious, some of these are cool, and hopefully they're added to the Crown Store soon. Thanks!

Some of these items are loyalty rewards, no longer available: Ice wraith pet, dwarven sphere pet, striped senche tiger mount, mask of cheerful slaughter costume. The last two returned reskinned: senche as limited time offers and the mask as the jester costume.
Other items were either discontinued, limited time offers or had unique method of distribution (for example bristlegut piglet given away at conventions and during competitions). They will all probably return at some point in the future, but not very soon. The spheres you see outside of combat were loyalty rewards.
