Armor enchants are only health, magicka and stamina ... are you talking about the traits ?

its useless coz you can reach hard caps for pve without it (asumming your a tank, and if not, you shouldnt be even thinking about them lol). In pvp its useless aswell so its useless in general so no.

Give the guy a break . OP, you're probably talking about poison/disease/fire resistance on jewelry. And while it may be helpful for some vamps and ww to invest in few fire/poison resistance respectively, it's not entirely necessary.
Short answer is , no you do not use any mitigation enchants on jewelry in the current version of the game. In fact any enchant other than reduced spell cost or reduced feat cost isn't worth much at the moment.This will change slightly in the next update.
