Of course not, as the werewolf form is an actual indicator to your opponents that you are indeed a werewolf and have just casted your ultimate. A costume would make it confusing for other players as they'd never know if you are ww or not.
There could still bo confusion when someone in PvP tries to hit you w/ a Venom Arrow and you don't take the extra damage. Only people with lycanthropy can use it no confusion

Datamining 1.7 turned up a couple unannounced polymorphs, well, more than a couple actually, but these two stuck out. Vampire Lord and Werewolf Lord. There's absolutely no data on them beyond just the names, though. With others like the Scarecrow transform there was partial info, like a description string, but with these two? Nothing. Just the names.
It's possible these will be used by developers for screenshots and promotional material, or they're actually coming in the future somehow. Possibly as new rewards for the Master Achievements, or rewards for reaching 20 in those skill lines (if they're extended further) or as crown store items, or as giveaways at QuakeCon 2037. We honestly don't know. Just that, like the lizard pet, they exist in the game files.
