Can you still use food crafted by others for writs?

Greetings!
Has the latest patch removed the ability to hand in food crafted by others for the provisioning writs? I have been collecting or buying receipes by the bucketload to complete my provisioning writs. But occasionally I just haven't what I need. I have sometimes been able to use items in my guild bank and claim them as my own. However over the weekend this seemed to stop, this coincided with me having uploaded the recent ps4 patch. I kept withdrawing the item (Torval wine) from the guild bank, then putting it into my own bank, then withdrawing. I also re started the game but it wouldn't ping that I had crafted it. Fortunately I found the receipe. But if you can't use the food of others then half the stuff put in various guild banks is just junk and wasting storage space!
Has anyone else noticed the same issue?

For instance there 3 level 50 provisioned in my guild. We have between 100 and 140 recipes each. We always got it sorted between us0 -

✭✭✭✭✭There are uncrafted versions of the writ items that exist. For example, you might find Aetherian Brandy in a barrel and it will be white.
