ESO Plus *required* for leveling?

My main concern about starting a new character is whether or not the 10% bonus to EXP will make or break the leveling experience. Will I be running out of quests that are my current level without this buff?

    the bonus will give you one free vet rank basically and a tad more, take it or leave it.

    Honestly that 10% is not needed.

    I played until VR1 as a non-plus player and was always at the right level for the gameplay, as soon as I bought Eso plus I leaped forward drastically playing through Cyrodiil. Now I'm 2 VRs ahead of my current zone.

    The 10% makes the game easier, but at the same time I kinda regret having it because I enjoyed everything be equal with me, now I'm slightly OP.

    You won't run out of quests - I do VR4 quests right now as a VR6 and I'm still progressing rapidly in terms of XP - as though I Was still doing quests my level -, you'll never get so far ahead that you run out of stuff to do, but you'll be just far enough ahead that everything will be approx 50% easier from my estimates.

    I sub & generally group with my spouse and we are pretty much always overleveled.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
    Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
    House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
    Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

    I would suggest get married for the xp with a faithful grinding partner if possible to get that bonus. Also put skill points in your provisioning and buy some xp potions if you have the gold. Should you get eso plus then you will obviously get another 10 percent on top of the other perks mentioned. Aoe grind mobs and you will level up faster then ever. I don't think not having eso plus will h u r to much but will save you a little more time.

    Do all that (which I did) and you will grey out a lot of things without half trying. Gets a bit annoying.

    You will outlevel content even without any XP bonus.

    That depends on how you play. If you are a completionist, yes, you will. If you only to main quests, you won't.

    If you do daily writs on top of being a completionist, you will outlevel content even faster.
