If you're on PC you can go ESC > Controls and bind keys there.
If you're on console you can't do a complete rebind only choose between some standardised control sets, this is again in Options > Controls (I think).

Thanks for the reply. But that will mess up my configuration for all the other games I do have custom setups inside. Surely they let me do this somehow.

From what they said on ESO live they were originally going to let all players remap however they wanted but with the number of keybinds the game has, the ones which double up and the fact you have to bind them all it would become a mess to let players map however they wanted.
They instead opted for a number of pre-sets which covered the most common styles they found people to be using within ZOS for testing.
To my knowledge you can't change them past these, other PS4 users might be able to help you however.
