To be clear, this is because they travel in groups and access VR zones at low levels, I see groups of scrubs in VR zones all the time. They finish the main quest with like 20 players and get access to the zones well before they should. (I think the earliest is level 45, but you do indeed see non-vet players in vet zones)

It is impossible to get Mage's Guild to 10 without access to VR zones - but is possible to access VR zones without actually being Vet level.

Also don't forget, Cyrodiil had Mage's Guild books scattered around, they could have gotten that level in there.

I don't think you can enter silver until level 45 since the quest triggers at 45... Unless theres a glitch/exploit

Yeah, I know, I included that in there. But the fact remains they can get the books and enter the zone without being Veteran level.

Also I edited it in since I didn't think of it, but Cyrodiil also has the lorebooks scattered around, it's probably more likely they got them there.
