I have two tanks and I don't see any of the new sets as "impressive". I discussed it with another long time tanky guy and he agreed there wasn't really anything there to go nuts about. They actually buffed my Juggernaut set so I will just gladly keep using that one.

It's probably the overall 5K HP increase to PvP, not the actual set itself. Instead of a 9K return at 30% health I now get a 12K return in PvP.

They nerfed Shalidor's Curse set badly, which was the crafted equivalent of Juggernaut. I have a full set of Juggernaut stashed away I might consider bringing out of retirement.
I think there are several new sets worth trying for tanking: Tormentor, Leaching Plate, Black Rose (a must with new change to removing stamina regen while blocking), and Armor Master.

Black Rose is not a must. It is helpful, yes. But not a definite must.
If you're a tanking enthusiast, why not say it's very helpful and good, instead of mandatory? You risk scaring away and intimidating people who don't tank.
New sets for heavy armor enthusiasts are not too exciting, Leeching looks okay but I need to know if the damage effect sticks to its target.

Tanks should be a floating, immobile juggernaut - tough to take down but doing so little damage that other players can just dance around him while he stands there and block.
