Potential Bug: Gaining XP for non-active weapon

This is live, not PTS.
Main Weapon: Destruction Staff
2nd Weapon: Restoration Staff
I have Rapid Maneuver on my 2nd toolbar

Steps to reproduce (intermittent):

Swap to 2nd toolbar
Use ability on 2nd toolbar
Swap to 1st toolbar, wait for it to visibly show as changed
Turn in quest before using an ability on the the 1st toolbar
Experience increases for weapon on the second toolbar

Considerations:

Could this be a lag issue where the toolbar swap hasn't registered (except visually on client), but it allows me to turn in quest anyway?
Is there an XP mechanic that checks to see if I used my secondary weapon during the quest and grants XP? (I know I get xp for kills using the weapon, but this is long after the fight is over)
Does the active toolbar only change visually until the first ability is used? (this is what it feels like is happening)
Is there some length of time you have to wait between changing toolbars and turning in quests?

Has anyone else seen this?

You get xp for what you have in slot not what bar you're using at the time i think .

@chevalierknight Thanks for the reply!

My understanding was that only equipped armor and the abilities and weapon on your active toolbar would earn XP.

My non-active weapon is gaining XP, which I think is not intended.

If it is a bug it a nice one makes a change from the game braken ones

@chevalierknight Well, I'm not getting XP for the abilities and weapon that appear to be active to me. So I'll agree its not game braking, but it causes me to make certain I use an ability on the toolbar I want to get credit for before completing a quest.
