The Champion System shouldn't be available at all before v1. It's supposed to be endgame progression opening up after reaching the level cap. That's the concept, anyway. The way it's implemented now, it doesn't really make any sense because the level cap is different and CPs are available from level 1. So yeah, they might as well let us earn them from level 1 too, it's only logical. The only problem is that it might be too confusing for brand new players, with oddly high XP requirement for even just one CP (from the perspective of a level 1 char), which brings me back to my original point.

I think, upon reaching vet 1 for the first time, you should get a couple of champion points to start you off.
But still... 20 CP isn't much.At most I'd think a player might get about 20 CP with enlightenment.
Earning cp's as early as possible is a great idea. Mainly as a gap closer for those that have afew hundred already. They could be earned as a quest reward like they do with skill points. I know people would complain about this however if you can't spend them until you are VR1 then it shouldn't such a big problem.Plus new players to the game won't have such a up hill battle competing in end game content.The cp's earned could be capped at a certain number each 10 levels upto VR1.

No. Because that overstates the importance of CP. CP is an incentive to try new builds because by the time you hit VR1, you'll know what your build strengths and weaknesses are. You'll know where to spend your points.
I've wound up resetting my CP on every new character I make because they change a lot between level 1 and VR1. I'd argue that any CP placement before VR1 can be misleading.
