Do skills crit? And imperial question

So, do skills actually crit also, or are criticals only for basic and heavy attacks?

Do the imperial passive skill, red diamond, work with skills (like dual wielding skills)?

every skill but shields can crit.
(a shielded or blocking enemy cant be critted though)

and no (it worked that way but has been changed)
