This actually happens also when soloing PvE content, especially during the last days, but also during the last weeks and even months, it just comes and goes.
At the moment I'm in a transition from one ISP to another and have 2 running but separate connections. One has 16MB/s, the other 100. No difference when playing ESO. This definitely IS server related.
what's getting to me the most about the entire lag-situation, is that it's not improving but in fact continually deteriorating further...
some months ago, severe lag issues were creeping up whenever big battles happened in cyrodiil.
Despite ZoS statements that they are working on those issues, Lag related problems have only been getting worse and worse ever since.
It is now common that fights involving 40 people total (sometimes even less) result in skills not firing, damage not registering, doors not working, etc.
These fights are in no way compareable to the "hundreds of players on screen at once" battles the game was advertised with - and which, incidentially, were somewhat play-able when the game initially launched!
But it is no longer only Cyrodiil: Lag issues are now also plaguing PvE:
Doing the daily undaunted pledge during prime time? expect to see the boss warping around the instance, skills not firing, taking no damage for extended periods of time, then suddenly recieving damage and knockdowns without ever seeing corresponding boss activities... Simmilar situations are seen in the trials.
The game is quickly devolving into a state were playing at prime time is generally not advisable - no matter if PvP or group-PvE is desired (hell, I'm starting to see minor lag spikes while solo-questing!).
And if one is into PvP: better stay away from any relevant objective, as battles involving 30+ people are prone to turn into lag-fests...
