You can increase the Physical Armor rating for a specific armor type (Heavy/Medium/Light), but this is a TINY buff compared to the Magic/Elemental CPs you mentioned.

Yea but you can also do this for spell resistance.

Very good question. A lot of PvPers (essentially physical/stamina damage dealers) ignore this issue but instead complain about shields being too strong. lol

The same reason you have to spread your blue crap over two blue crap constellations, as a magicka build to get the same benefits as a stam build using all the blue crap in one constellation. The same reason you have to sacrifice 2 skill slot to approach the amount of spell crit a stam build gets just by wearing gear.
