I've encountered many players who use bugs/exploits to have the advantage in Cyrodiil, will ZoS ban these players? or they avoid to do that because they want money?

Me and 12 other people reported someone with a freaking internal tester with us we all saw it some screenshots everything. Dudes still running around speed hacking to Mars and back.
