So in essence you're playing on Xbox One with whatever design and functionality the Xbox One provides but on the screen of your PC. You would plug an xbox one controller via USB into the PC and control the xbox one via a wired network connection from your PC.
*You're playing it on the Xbox One* so nothing for the PC version of TESO is capable on the Xbox One version like add-ons , etc. The keyboard would be no different than whatever functionality a plugged in keyboard would provide iif plugged into the xbox one.
This game on PC and Xbox One was not redesigned to take advantage of any new Windows 10 features. Win 10 is just able to use the xbox one to stream a game to a PC or tablet where a TV may be occupied but not the console.
