What class should I be? I like this build, but what changes?

I would like to use dual wield, as I've never used it before, and I primarily like to be Imperial. I like the look of this build http://deltiasgaming.com/2015/02/28/blazing-harvester-templar-pvp-build/
With the upcoming patch, I don't want to be shooting blanks, so what changes are proposed? I also dont like the gear dependancy so how do I get around that?
If there is no way around, what else would you suggest? I like tanking a bit, and I really like 1H+Shield. Cant stand bow however, would love a build that does dual wield too. Know of any of them?

Gear dependency is actually part of the game and most classes/builds
Enjoy the game for playing rather than stressing about how the game might change in the futureEveryone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.

Remember that you don't have to stick to any one build; these guides are just suggestions. You don't have to use a Bow if you don't like it. You could be a stamina DPS/Tank that runs DW and 1H/Shield. Try out different things to see what you enjoy using. Your build is really is up to you. If you do want to be primarily a DPS and a secondary Tank though, the only thing I would recommend is that you go for a stamina focused build and skip investing any attributes in magicka.0
