Why not just create a new toon? If you haven't figured out that you don't like your character's name and appearance before level 10, you should probably just lump it.
I realize everyone wants everything free. Especially in a sub based game. Those feelings have validity even though I do not share them. I would gladly pay five bucks for a "Magic Mirror" that gave me 8 character recreations.

One - sometimes it takes a while to notice some of the smaller details. Stuff looks all right for a while, and then somewhen in cadwells silver you finally wear your first jerkin style chestpiece instead of a robe, and go "oh, noes, my character has way to skinny legs..." after half a year playing, researching, levelling... or the player who made a decent looking human, then went vampire and discovers their hair coloration makes them look funny with vampy skin... kinda callous to say to those "just dump all your time spent and reroll", its the kind of thing that would make players feel vexed with the game, and ZOS doesn't make money from people who leave ESO in dissapointment.Why not just create a new toon? Appearance and name changing would be good. I might finally rename and start playing Phallic Octopus again

@whiskeyriver it's a bit more complicated for an online game, but still doable.
What they have to do is essentially add a tag to your character, you enter a name you want, the server then checks if it's available.
If it is, then it can lock it down, and you select change name (entry will be something witty like "Are you sure you want to change your name?"), and it does the change and deletes the tag.
both name correction (something i currently have a support ticket going for, and its just for 2 letters of the name that i accidentially did wrong and i dont want to remake the char cause she looks absolutely perfect right now and i cant possibly reproduce that) and face and size edit are really necessary.
The dimensions of character race sizes are extremely diverse and its like some have said before, sometimes you expect to look normal yet the moment you walk in town find out youre either a giant or a hobbit. And this is not a good thing.
