Because people are not sure they will want to run those sets after Imperial City comes out. No one wants to pay a boatload of money for VR12/14 gear today, then find out a set from VR16 IC can be easily farmed and gives similar or better bonuses. Or maybe you'll need to buy VR16 gear with gold from some expert PvPer with millions of excess Tel-Var stones? Better save your gold now so you have some when IC comes out.
No matter what you are looking for from a set - weapon damage, max magicka, regen, block mitigation, etc., there might be a VR16 set that is better than what is currently BiS for your build. No one wants to commit to a build right now when a better build might be right around the corner.
In other words, people are not waiting for VR16 Lich or Warlock. They are waiting for as-yet-unknown VR16 gear that might be better. IC hits PTS today. If after a couple days people decide the new sets are not that great and word spreads, you might see prices rebound on existing VR12/14 gear. Or people on PTS might say, "There is this ring called Jewel of the Harvester and it is way better for regen than Warlock!!" Then you will really see current prices plummet.
