Weapon Swapping Not Avail at Level 17

I just got the game for ps4, and it seems that I am not allowed to weapon swap. When trying to equip a weapon on off hand will only allow one handers, and it swaps off my destroy staff. I never received an in game mail notice at 15 saying that I could swap bars now like on pc.

There are 4 different weapon slots on the console, Main Hand, Off Hand, Main Hand Backup, and Offhand Backup. The backup slots are for your second weapon(s) so you can swap. We hope this helps!0
