Soo.. ZoS announce part of the story in IC is the Moth Priests hid numerous scrolls in Imperial City to prevent Molag Bal from getting them. Since they like solitude and rarely leave their monastaries... Inside Imperial City? Doesnt sound right to me. Add to that the special properties of the Scrolls, being uncountable and unreadable, and only being readable by who the Scroll chooses to reveal itself to... .Any basis?

Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
Where is new content? Sigh.

Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.

The Imperial Library is inside the White-Gold Tower. If you played Oblivion, you might remember the ultimate heist, the final quest for the Thieves Guild? There are plenty of monks in the city and scrolls to hide. Of cours, the scrolls can hide themselves well enough when a fancy strikes them... But still, I imagine the priests would do whatever they could to preserve their library.

Scrolls reveal themselves when and where they want to.

Well, while I haven't done in-depth lore-research on the Moth Priests, I imagine that the Moth Priests are capable of sending out some specialized priests or even trusted allies (I know of no allies, personally, but they could have some) to various locations that would be ideal for hiding Elder Scrolls.

And just because you're in the Imperial City doesn't mean that you have to interact or even be seen by other people. I spent a lot of time slinking around in the shadows at night in the Imperial City in Oblivion, and after a while I was virtually undetectable. The Moth Priests are not your simple religious order--they are battle-trained and hyper-aware and quite knowledgeable. I'm certain they know how to move about unseen when they so choose. And if there are places in the Imperial City that are "safe" from Molag Bal, I'm pretty sure they'd set aside their distaste for human interaction in order to preserve the Scrolls.

Not to mention, it's not the first time we've heard of Scrolls in the Imperial City.

    Oblivion Spoiler:
In the Thieves Guild quests, your ultimate goal is to steal an Elder Scroll FROM White Gold Tower. Fun times. Fun times.
