From a lore perspective, we could have levitation potions. Not a mount per se, but it's something.
Somewhere someone is practicing, if you are not and you should meet, you will lose.

And mounted combat in the air!!!
And imagine a flying mammoth (i know it doesn't fit in the eso lore, but still it would be awesome)

I think that ESO has very little reason to add flying mounts. The PvE zones are highly compressed in terms of size and you have wayshrines everywhere for instant back and forth travel. And there is also a lot lost with flying mounts. You fly up, go to dest, then fly down. You no longer explore. And even WoW tried to get back that sense of size and exploration of the world by not having flying in their new zones last expansion.

All that being said, now if there was a zone dedicated to flying? Maybe something in obliviion or similar? That would be cool. But not in tamrial.

How much do you think you explore now, using Wayshines? From point a to b with a press of a button. Mount's actually are better than Wayshines for exploring. Get to places you can't get to now. Plus the overhead view when the mount is way up high.

To be honest, flying mounts are way over-hyped. FFXIV is a very beautiful game but it does a lot of other things poorly.

As for flying mounts in ESO, I don't care much for them but I don't care much for mounts in general. In my opinion, sure mounts are helpful and can get you from A to B a bit quicker and carry some extra stuff but I find with flying mounts especially that it just takes away from the exploration part of the game and in some respects takes you out of the world. Again it's just my opinion, but I've never really felt the need or want to have a flying mount.

Having high points-of-view in games can be breath-taking, but having a constant option to have this spectacular high point-of-view over everything can ultimately devalue your view of the world and its land-based view points.

I'm not sure I'd want them either..probably would cost a ton and some would not be able to get them etc. But if used right, a flying mount can explore like crazy. It's not all about a 1000 feet in the sky.
