To make sure Craglorn content doesn't become obsolete, and to help players complete those quests..
Why not implement a daily quest for both Lower and Upper Craglorn repeatable quests?

It has many "daily repeatable" quests. I know
The idea I'm throwing is to have ONE, rotating, daily, (random?), quest that offers a slight better reward
Same as pledges, but one for a daily Lower Crag quest, one for an Upper Crag (Pinnacle, Hold or Catacomb)

It's not a bad idea. Dungeons are repeatable, yet we have a daily. Why shouldn't the Craglorn repeatable quests have a daily?

There are about 7 lower craglorn daily quests and there are about same number of upper craglorn daily quests.

What does even op post mean?

What the OP is saying is that, each day one of those 7 lower and upper craglorn quests should give a boosted reward as a way to incentivize current players to run craglorn, which is essentially a ghost town as far as my experience goes.

So, for example, you create a daily quest giver in Belkarth where he says, "Hero! We need you in Shada's Tear!" (Objective, complete the Shada's Tear repeatable quest).

So you go to Shada's Tear, talk to the quest giver there and pick up the quest, do it, and turn in for your measly 5-6k experience. This alone is hardly worth it but after doing that quest and turning it in, you complete the daily quest which you could then turn in for another say... 25-30k.

This would increase participation in Craglorn and get people grouping together in a casual environment that is good for everyone.

    God.
Is my original post that confusing?
Thanks Zward887 for clarifying my idea.

hmmm ... you mean daily group quests ?
Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.

See what Zward wrote to know what "I mean"
Like a pledge, but not for a dungeon, but for one of the repeatable quests in Craglorn

Craglorn is already obsolete, that's why you see tons of people grinding in the last gold zone or grinding mobs in pvp instead of being in craglorn.

But I do like the idea.
