It's still more than most DKs and Templars ever do. Which is either spam 1 damage ability (flame lash or jesus beam) or spam a heal (gdb or BoL) while never letting go of block.
Rotating 4 offensive skills (Curs, Frags, CS, Fury), and using 4 different defensive mechanisms (2 shields, a heal and Bolt) while maintaining positional awareness and having an escape strategy is actually more interesting and engaging gameplay in my book.
The mobility might be a bit much since the soft-cap removal and the shield spam near infinite, but that's what happens when you remove soft-caps. We didn't have infinite dodge-roll, or perma-cloak before either. Neither did we have 20k snipes followed by 8k Ambush and 12k Incapacitating Strike.
It's a game of extremes at the moment. With severe issues whichever way you look at it.EU | PC | AD4 -

1st bolt escape 1500,00 mana cost
2nd 2250,00 mana cost
3rd 3375,00 mana cost
4th 5062,50 mana cost
5th 7593,75 mana cost
So starting from 4th bolt escape we will feel "the nerf", but 3 bolts still will be esy for most sorcs, considering 33k -35k mana pool with 1.6k mp regen.. Besides just pop up drinks when u bolt escaping to get esly over 2k magicka regen, or blink 5 times use Dark exchange to recover.. and blink even more..
The problem is shieldstacking, and as they said it will work as it works now.. Thats why Sorc still will be great.. But imo with det pot nerf we will see more and more nighblades in Cyro, which will be new OP class..

The cost penalty for Bolt escape functions like any other % based cost modifier. They are all additive with the exception of the Champion System Passive which is multiplicative at the end.
Also keep in mind the 12.3% Penalty is applied to penalties as well as cost reductions.
So the 50% Penalty right now is only a ~43.9% Penalty. Two of them is ~87.8% etc..
