2. Motifs are easier found by looking everywhere , cupboards, bags, drawers, etc. chances may increase in Vr5-14 areas as its a higher motif. The palladium comes from breaking down armor, weapons that you've found along the way. (Make sure to add skill points so that you have a better chance to get these). You can also have mats sent to you by selecting a crafting skill in Vlothing, black smithing and Woodworking.

1. Low skills level faster on mobs your own level (full XP per kill) and wont lvl on mobs below you. If I understood that question right.
2. The motif is found in you Cadwells gold zones, and anywhere you can find the motif you have a chance at palladium. As well as from Decon like smurf said.

4. As smurf said, yes or no. It depends on what you are doing and your class. My magicka NB has almost all the red points into fire resist because vamp, make supt hat weakness pretty nicely. After 3o points to get the spell crit passive, I dumped the rest into Thaumatugre (w/e its spelled) because all of my stuff is magic damage. If I ran destro staff more often I would split between magic and elemental damage. For a magicka DK, you dump all your extra into elemental damage because it is your best benifit. For the green tree, its the regen and cost reductions that suit you best that you focus point into. Its a bit vague, but that's what you want to do for points.
