Ranique✭✭✭✭It depends a lot on the purpose and what you want to know.
Deltias is well up to date. Tamriel foundry is active. the other two I don't use that often.
I do use uesp.net a lot, but mostly for quests and lore. It is pretty complete, but limited on skills and passives (up to date, but just limited as it only tells you the tooltip info)Through me you pass into the city of woe:

The two I regularly go to for information though is Deltias and Tamriel Foundry
