Why hasn't ZOS changed/fixed the broken COD system?

Since the first month of the game launching people have complained about the broken COD system. People can keep your items for 3 days intentionally. Why the F could we not just return the mail ourselves? Seems a little *** that it hasn't been worked on.

✭Is it broken? I cod suff occasionally since PC launch and never noticed anything wrong. On the other hand, for expensive items people tend to meet up (which is nice and social, too).PC-EU1
