Ignore all the stuff about armor sets, champion points, and other endgame jargon, as you're still a low level and none of that applies to you. Just look at what skills he uses, how he uses them, and other general tips. It actually looks like a pretty solid build.

My advice? Don't completely commit to any one "build" just yet. Look at other players' "builds" as possible suggestions to try, and not as "you must do exactly this and use that or you're a failure". Build your character the way you want, and then wait until you hit Veteran ranks before you start worrying about DPS numbers and the "best" skill rotations.

For now, level up your favorite weapon, level all three of your skill trees equally and all three types of armor, try to level up the Mages Guild skill tree as much as you can, unlock and try out different abilities, and quest away. The only thing you truly need to do in order to build your character "correctly" is enjoy yourself and have fun playing the game.
