Where are the extortable merchants and the beggars at?

Seriously I have yet to spot one of either ANYWHERE! It is ALWAYS either a regular merchant or some bandits robbing people or even an ambush by bandits. Is there a set location for these 2 things or am I just unlucky (I am unlucky in fact but that's beside the point...)?

    Beggars are in the cities. You'll hear them asking for gold while passing through. You can give gold to some of them.

    Came up for me one time with a merchant, one time I noticed at least. Damned if I can remember which zone.

    The ones in cities aren't the ones that count towards the Give to the Poor achievement. Those ones are found beside roads through the wilderness.

    OP: there are certain specific spots in each zone that can spawn a merchant that can be extorted (for the Crime Pays achievement), a beggar you can give gold to (for the Give to the Poor achievement), or a pair of people you can light a fire for (for the Lightbringer achievement). I've got an addon that shows me where those locations are on the map if I haven't already done them in that zone (I think it's Destinations).

    In my experience, if you're going past the spot quickly, you'll have already passed by before the merchant/beggar/pair arguing over a fire appears, so don't rush around too much. Also, you can tell the merchants from other ones easily by the fact that they'll be standing beside the road alongside a horse. The beggars will be bent over rooting around trying to find something on the ground.

    They are at predetermined locations but appear at random times and the locations are shared. The Destinations add-on is a great tool that has them marked.

    Yeah I heard about the merchant having a horse but the only time I usually see those is the bandit attacks. I suppose all I can do is keep searching or use a guide on Google that indicates the location.

    I found one on the merchants in Stone Falls by Davon's Watch. And another in Eastmarch or maybe it was The Rift.

    Gave money to the one in Evermore. Gained the achievement.

    Give to the poor, Lightbringer and Crime pays is set of achievments tied together. I made youtube video about them with little description.

    This is how it works.

    All three events share same spawn location all over tamriel in every zone. This means that in one zone there are 4-6 spots where events can spawn and its random which it will be (lightbringer, give to the poor or crime pays).

    Lightbringer tells you to light up fire for two people
    Give to the poor tells you to give money to beggar
    Crime pays tells you to intimidate merchant with horse and then loot his backpack (no achievment if you wont loot backpack).

    The trick to doing it is to clear zone after zone. Here how it goes.
    You port to first zone lets say Reapers March. There is 6 spots there. You start traveling from spot to spot untill you find ANY event (lets say lightbringer). You clear it then you check out all spots again untill you find another event (this time give to the poor) and then you check out all spots once again untill you find crime pays event.

    Notice. When you encounter a certain event (lightbringer, give to the poor, crime pays) it starts an internal cooldown of 15-30minutes. During that time you wont be able to find that event anywhere in tamriels (each type of event have its own cooldown). Thats why if you clear whole zone of events (All 3) you should take a break of 20mins or so before trying to clear another zone.

    Thats why its good to do those achievments (and I like miaq) all at once.
