I see the merchants around auridon all the time, just follow the roads.
Beggars are in the cities. You'll hear them asking for gold while passing through.

I see beggars with yellow health bars but wasn't sure if that was them but I will look into it.

You need the fighters guild skill line "intimidate" before you can extort merchants.

The ones in cities aren't the ones that count towards the Give to the Poor achievement. Those ones are found beside roads through the wilderness.Beggars are in the cities. You'll hear them asking for gold while passing through. You can give gold to some of them.

OP: there are certain specific spots in each zone that can spawn a merchant that can be extorted (for the Crime Pays achievement), a beggar you can give gold to (for the Give to the Poor achievement), or a pair of people you can light a fire for (for the Lightbringer achievement). I've got an addon that shows me where those locations are on the map if I haven't already done them in that zone (I think it's Destinations).
In my experience, if you're going past the spot quickly, you'll have already passed by before the merchant/beggar/pair arguing over a fire appears, so don't rush around too much. Also, you can tell the merchants from other ones easily by the fact that they'll be standing beside the road alongside a horse. The beggars will be bent over rooting around trying to find something on the ground.
