I actually exclusively play pve, for your info. I simply want an alternate survivability skill to be used with any weapon class for rp purposes. I tell you, I hate using 2h swords as a nightblade. I agree, however that many changes are for the benefit of pvp players, but by making rally a universal skill would allow for more build diversity, ultimately improving the game.
Rally does not give 2H a "Unique Identity". It is a buff. A buff all weapon classes would love to have.

One of the reasons why dual wield seems subpar to two handers is simply because of the way damage over time works against some mobs and also how cloak is affected by the dots you put on an enemy. Change that mechanic to make dual wield an awesome aoe and dots weapon because right now, its dual wield that needs work, not two handers.
So, how about a 360 AoE attack that has a 100% chance to proc your weapon enchantment on all enemies in range? That'd give a hell of a lot of utility to 2h, being able to proc disease or poison or burning on several enemies in melee range at once.
