Why is provisioning based on stealing?

I have saved every recipe I have come across since I started and somehow, I don't have any of the recipes to do any of the low level crafting writs myself. I know I can just buy the finished product to complete the writs, but that's making me dependent on the lucky few that have looted those recipes. Why can't we research finished dishes to get the recipes just like with armor and weapons?

You have to loot the motifs in order to be able to craft the style. Many recipes are from sources other than stealing. Loot drops, urns, trunks, backpacks, etc.

Yes I understand that. I have looted every crate, barrel, chest and nightstand from beginning to vr3 and that is how I have obtained my recipes. Yet I can't make roasted corn or nut brown ale.

ETA: I don't have any problem finding motifs, yet basic recipes for writs have never landed in my inventory?

some recipes simply cannot be looted by you because they loot in another faction.

for green/blue ones, there is 1 recipe per faction for a gived result. only purples are shared cross faction.

to get them, you'll need to buy them (or get them by daily writs rewards).

It would make more sense if the writs were also based on your faction. The system seems messed up to me.

If you know a lot of recipes, why not skip the low level writs. All you have to do is raise your provisioning to level 20 or higher. You can do this easily by making recipes you do know. Yours is a common, and valid, complaint. But until ZOS does something about it, you need to find a work-around.

The Region One, Two and Three Writs are based on the Faction, You don't get Faction Wide Writs until Region Four. In addition the recipe requirement isn't random it's on rotation. I know this because I have two characters in Region four who I started doing Recipe Improvement 4 writs on the same day and their recipe requirements are, always, both the same.
