Enough time to get sorted before IC console release? Plus Build Issues!

I plan to start a character and get the sorted out before the release of the city. By sorted I mean VR 14, will this be possible? I will NOT be grinding. I shall do the majority of the quests, silver and gold included, then delve into some Craglorn. Group content more than likely will be left unfortunately as on console it is far from sufficient. The main struggle I'm having with this is deciding what to role, I want something unique, weird and wonderful, I saw KingRichard's stamina sorc the other day, kind of liked that although I despise being squishy. But yeah.. this is a major issue for me I delete characters very frequently. I have a VR char now, who I'm going to probably delete as I'm somewhat sick of seeing them on my character screen. I appear to have a major distaste towards templar too at this time. Never been able to get one far without deletion. I also refuse to play anything else than Imperial.

Oh and I don't craft whatsoever, I like PVP a lot too, forgot to mention that, sorry.

hmm...mostly solo, pvp and Imperial. Considering what's coming up with IC stam Nightblade might be a good choice to consider. Got some AOE skills, great stealthy solo pvp skills, enough burst to get you through most anything, ranged options with Bow and can go Dual wield, 2hander or level both so you can change if needed.

@Xendyn I shall probably go dual wield, which weapon type would you recommend? Oh and what abilities on the dual wield skill line are good for PVP?

@MaximusDargus this is more or less a general question regarding leveling...? "Enough time to get sorted before IC console release?" That actually hasn't been answered yet. Time framed leveling questions have what to do with combat mechanics?

You may be able to get vet 14 but questing is really slow compare to grinding.

It all depends where you play, on PC probably you don't have enough time, but on consoles probably yes.

Since you want to go and build something for the IC dlc i will reccomend you a Nightblade ( + stealth mobility + burst) maybe a bosmer or a cat, i play as an argonian but i will not reccomend it (you need to spend time to level the alchemy in order to make it work and it take some time).
The other option is a full aoe pvp tank (both DK and nightblade will work) so you can take more than 1 player at time, Dunmer or Altmer will work great with this configuration.

Edit:

Don't go for a sorcerer i belive they will have a bad time BE into the city walls slamming their face around

Well, I can tell you what they kill me with out there lol. I hear Sharpened maces are hot right now.
Steel Tornado (that's your AOE) and Flying Blade from Dual wield, Bombard and Venom Arrow from bow (that's a good ranged interrupt in Bow line, very handy)

Assasination skill line is awesome and Siphoning. NB has a lot of skills that boost damage from stealth.

Once you make your choice of class, I'd follow Maximus' advice and ask for build assistance over there. There's better theorycrafters than me, for sure.
Also check out Tamriel Foundry website for Nightblade builds. A lot of the best theorycrafters are there, too.
