I'll start with the PVE bars
Bar 1 Destro Staff:
Purge
Crystal Frags
Force Pulse
Hardened Ward
Volcanic Rune
Ultimate: Meteor (Or overload)
Bar 2 Resto Saff:
Power Surge
Blessing of Protection
Crystal Frags (for when procced)
Hardened Ward
Annulment
Ultimate: Negate Magic
The way I personally run the build is by starting with hardened ward and power surge for buffs, then using purge to lower enemy health bar. My main attack is either purge for groups or force pulse for individual enemies. Hardened Ward is really key to the build since its squishy, but the shield costs little to no magicka and can proc crystal frags. When low on magicka swap to resto staff and replenish using heavy attack.
PVP Bars:
Bar 1 Destro Staff:
Elemental Drain
Crystal Frags
Force Pulse
Hardened Ward
Mist Form (or something else if not vamp)
Ultimate: Meteor (Or overload)
Bar 2 Resto Saff:
Rapid Manuever
Purge
Blessing of Protection
Hardened Ward
Annulment
Ultimate: Negate Magic
It's best to lead off with elemental drain to drop your opponent's spell resistance then use ward and force pulse until frags is procced. Use Crystal frags whenever it procs for you.
Overall I really can't see a downside to the build, but I may be biased. Let me know what you guys think and if you run anything similar.
