[PS4] Daggerfall Covenant Dungeons XP (w/o quest)

Completed a dungeon with 3 other guys last night. Specifically the dungeon in the Alik'r Desert. But anyway, is the dungeon XP bugged or is that by design?
What I mean is, I do not get any XP for the entire dungeon unless I have the current quests for that dungeon. However, you can only obtain that the first time you do that dungeon. So, are dungeons (2nd time and after) a waste of time? only the bosses drop loot, so the random chances are very low and the XP is non-existent.
By the way, yes, we were all level 38-42. no one was too high or too low. The dungeon was set at 38 per the group leader...
