Campaigns do not reset as far as what your alliance holds or Emp. An Emp has to be dethroned by the opposing factions taking all of the inner ring first, then they have to be recaptured and the person at the top will become Emp, regardless of whether he's had it before or not.
Sometimes they will drop the campaign to let someone else get to the top or just stop playing on the campaign to allow others to pass them. There's no way to make them tho, if they want to and can stay on top. The only thing you can do is not push for Emp for them again.

So yes, I've often thought it would be good if the campaigns actually Did reset and we started fresh each time.
Certainly would be interesting to try it out.
