I finish werewolf quest at level 6 just now so it's possible to be a werewolf at even a lower level.

✭✭✭✭✭A while back someone on the forums posted a video of doing it at level 4 (he didn't go any lower because he used crafted sets of gear, and you can craft level 1 or level 4 gear, but nothing in between), which was before the enemies scaled down as low as level 12. At the time I think they were level 38...
