yes, the real question is does the ESO+ player continue to have access when they cancel their ESO+ after a DLC ?

Non-ESO get a DLC permanently with Crown Store purchases apparently.

You have access to any available DLC with an active subscription. When you scrap the subscription, you lose the access. But when you buy a subscription, you get crowns for it, so if you wanted to keep the access then you could buy the DLC with the crowns that come with the subscription.

If your subscription becomes inactive and you don't own the DLC, you won't have access to it, but you will still own any items, loot, etc. that you got from when you had the sub.
    This is the best explanation.

Yes, if you have a subscription you automatically get access to the Imperial City content.

    Yes.

You get to rent it for the period of your subscription.

Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.
