Are Dwemer ruins the only places...

you can find Dwemer Scrap and the parts of the crafting motifs? I've cleared pretty much every ruin from the start of the game in Auridon to the end in Bangkorai and I've found a whopping 2 purple motifs and 16 measly pieces of scrap. And by "cleared" I mean kill every thing and look in every pot, urn, and steam vent I can find. After all that I can't even build a second piece of dwarven frame yet. Is there no other way to get these things short of emptying my bank account or grinding until my arms fall off?

There are dwemer containers in other places too, but those are very rare. As far as I know it's the dwemer uns/jugs that drop the dwemer motif fragments - I got one once from a shop in Coldharbor with a few of those urns.

Since you're AD like me, I'd advise you to do a few runs of Klathzgar (say, a run per day before logging off? Otherwise it gets grindy). Check every single container, there are a few that are a bit hidden. I swear I got a fragment almost every time with that technique when I was chasing the dwemer motif for my crafter... It's all RNG though so you luck might vary.

Sigh... I just cleared Klathzgar.. I even doubled back in some spots (I killed the Centurion of Klathzgar twice) and no purples. But I did nab 4 pieces of scrap. Which is the best I've ever done. I guess the RNG gods aren't on my side. On the plus side it was a cake walk with my stamina NB with her 2H to clear the place. Looks like Klathzgar and I are going to get very well acquainted...

"Due to extensive pillaging", a change was made in patch 2.0.6 to nerf one of the best locations (Mzeneldt) for finding this loot. The following patch (2.0.7) increased the number of containers in a few other dungeons to lessen the sting.

The dwemer dungeon containers will reset after 1 hour from when they were looted. If you have a favorite spot, you can park several alts at it and run them one after another to speed up the looting process.

Its a grind. They are meant to be rare.

I just run through a ruin in Al'kir desert (but the theory applies everywhere), loot everything, kill everything, sometimes i di a full circle and kill everything again. You can also complete the ruin, then leave and do some crafting or a quest or whatever and return after a little while when everything has reset.

Rinse repeat.

Also if you are rich, many guild stores sell frames for anything between 5-10k p/frame. (Xbox prices)
