Grass is gone?

It doesn't matter if I have grass toggled on or off, it never shows up. I looked through ESO's UserSettings but didn't find anything related to grass. The closest was clutter and that's already set to "1". Any help or suggestions? My video drivers are up to date, I checked. All of the other toggle settings work fine, I can hide the Magelight disco ball, hide helmet and all the rest. I /bugged it a while back, but after searching the forums, I haven't come across any other poster with the same issue.

SET CLUTTER_2D "0"
