crafting set weapon

I want to craft a set weapon staff. I want extra health so I just need 2 pieces. Do I have to use a piece of armor with the staff to get the 2 piece bonus?

and if you switch out teh staff to a seconday weapons that is not part of that set - you will lose your bonus.
