Sadly ESO designers clearly made single player game when it comes to absolute most of pve content. With MMO the design must take under consideration that the content will be repeated many times and the QL issues while leveling are very important.

That is a shame, I am not a major fan of PvP, and would rather do Trials (aka Raids). I had my hopes up with Craglorn, but it seems ZOS abandoned it. Maybe Murkmire, if it hasn't been canned, won't be abandoned and will have fun Trials that, maybe, will have different difficulty modes for new players and skilled players.
